A.R.S. § 33-2401, which is part of Title 33, Chapter 22 of the Arizona Revised Statutes, deals with the state’s ability to deny an individual’s right to access his or her private property. The statute states:
Notwithstanding any other law, reasonable access to private property shall not be denied by this state or any political subdivision of this state.
Needless to say, the above statute may require a detailed analysis of what is considered “reasonable” and if the entity denying access is a state actor.
